Buying
New construction and pre-construction
Approval, disclosure, warranty and delivery
The short version
Verify builder and vendor licensing, Tarion enrolment, subdivision and site approvals, municipal service allocation, condominium disclosure, permanent roads and facilities, closing adjustments, occupancy and warranty. A rendering is not the legal delivery.
Separate planning milestones
Official Plan, zoning, draft plan, site plan, servicing allocation, building permit and occupancy are distinct. Ask which are complete and which remain discretionary.
Where NEC or conservation review applies, include it in the sequence.
Read the agreement and disclosure
For condominium, review disclosure statement, proposed declaration, budget, shared facilities, phasing and material contracts with counsel. For freehold, review subdivision agreements, grading, design controls and closing adjustments.
Confirm cancellation, delay, occupancy and assignment terms rather than relying on sales-centre summaries.
Verify licensed delivery
Check the builder or vendor with HCRA and warranty enrolment with Tarion. Inspect deficiencies, grading, drainage, systems, common elements and permanent access at the relevant stages.
New age does not replace commissioning or a complete municipal file.
